what is your second joystick trying to do? the left joystick i'm presuming would control the actors movement and direction?
the right joystick i'm presuming would control the bullets direction?
to create another joystick, you would have to dig into the code and change things around, add a few new attributes etc.

any one knows I can make one joystick but I can't make another one.

I can get them to work, but I have to press the left joystick first to make the right one work.
maybe post a picture of the code? or upload the file with just the two joysticks, nothing els needed, so people can look into the code.
Its most likely a simple fix.
