As far as I know iOS can go up to 4 gigs for the size of the whole bundle. There's a lower limit for the actual executable but we're well below it. The limit to download over cellular is 100 or 200mb, so if you're larger than that users need to install over wi-fi.

Yes. Google Play just upgraded max apk size to 100mb, and i think it's 100mb or 200mb for iOS.
