help with swipe scrolling menu

I have a long scene with level selection actors. I know how to make the screen/camera follow a swipe.

But if the swipe begins with a touch on an actor, how do you tell the actor to NOT perform its actions, and do a scroll instead?

Do i tell the actor to only perform if the touch RELEASE is during zero camera movement?
