Actors not changing layout order

I have the most recent creator 1.23.1 and I'm running os x 10.11.2

I have an actor that I want to go behind another actor but whenever I hit the hot keys nothing changes and when I select layout -> send to back or even send backward, nothing happens still. Is this a known issue? How would i fix this and get it to work?

Do you have more than one layer in your project ?

I have no idea, all I know is that I can lay another actor on top of another but can not change the bottom actor to be on top

Click on 'Scene' then 'Layers' and tell me what you see (how your project is set up) or maybe take a screenshot.

That worked, i had no idea about that, i just re-arranged the order there and it worked. That you for your help!!
