Flying parachute actor

Hi, somebody knows how I can do Flying parachute actor?, I want to control the speed when it falls and moves to the left and right, Thanks.

    In your parachute actor have your left and right movements as well as move down direction for example down 270 at 150 speed then when chute is activated constrain the parachute to that actor and also when the chute has spawned change down 270 move speed to 50 so it slows him down. I'm no expert but this could start you off :)
