in iPhone and Android Publishing

So i released two games for Android. One is showing up as eligible for Adwords and the other isn't. What gives? The free one with ads & iap is the one eligible. I don't remember adding any analytics to it other than appformative.

the one i want to do it on costs $0.99, no iap, no ads, don't have appformative but they don't seem linked.
