Frame Rate on Mac Builds

Is there anyway to govern frame rate on the Mac Builds.
My mobile apps seem to run 2-3 times fast in the mac builds.
Is there a way to get the graphic sharp too? what does the "[=]Legacy Retina Independence" do if you tick it when you make a build?

    Just tested on the iPad. I think its just creator running slower that what the app is running at.
