Obviously 'HD' is somewhat of an arbitrary term, but 1136 x 640 couldn't really be said to be 'HD' on an iPad as it is less than a quarter of a Retina iPad's pixel count, in fact it's even less than a non Retina iPad's pixel count.
A 1136 x 640 pixel image is a fairly inefficient image size with regards to memory, this image will be held in a 2048 x 1024 pixel image sized chunk of RAM when loaded onto the target device, so as far as the device is concerned - when it comes to memory use and processor/graphics strain when having to handle this image - it is 2048 x 1024 pixels.
