Prioritizing Sound

Hey all, I've been trying to find an answer for this and it all seems a little... opaque. There may not even be an answer, but here we go.
I have a lot of randomized sounds and what not going on in one of my scenes, and so when I do a "touch inside to play sound" it plays about 30% of the time.. I havent been able to pin point WHY it isnt always playing, I assume it has something to do with the other sounds. Is there a way I can give this one sound ABSOLUTELY priority to everything else going on, so it always plays, no matter what else is going on?
