When attribute X≠0 @ attribute Y=1?

I don't know how to write this rule, I feel like I'm getting a headache from all the thinking.

    Basically what I need is for the rule to trigger when X≠0 ONLY when Y=1

    Have you not answered your own question ? The rule would simply be:

    When Y=1 and X≠0
    --Do some stuff

    You can click on the = sign in a rule and change it to ≠.

    And make sure the drop down box at the top left of the rule says "All" and not "Any"
