Touch ID not responding with IAP

I've been testing out my IAP via ad hoc build and for some odd reason, my touch ID won't work in the "pending" state and just repeatedly pops up. Typing in my iTunes password seems to be the only thing that works. However, in other games I'm not experiencing this same problem.

Here is how I have my "remove ads" IAP set up:

Is there anything wrong here? I've even tried mirroring what @Armelline showed in his tutorial but that doesn't seemed to have fixed this touch ID problem.

I can't see any way your logic could be affecting things. If it works with password, it works. It must surely be either a bug in GameSalad's IAP implementation, or a bug in Apple's TouchID/IAP. I've used IAP with TouchID many times, so if it is a bug, it's not a hugely consistent one.
