Slow down the game when one of the actors is destroyed

Hey guys, I'm working on a kind of arkanoid game.
It's like a brick breaker, but each brick has its purpose; what I want is that when the "bullet" hits this one specific brick, it slows down the movement of the bullet temporarily.
Any suggestion on how to accomplish that?

Use an Attribute to control the speed of the ball in the game, then you can adjust that attribute as needed to increase or decrease the speed.
