Spawn Actor at specific point

Hello,

I have been working on this for a while but can't seem to figure it out. I have added some pictures for your reference. The first picture is a machine with the top part moving at random speed, including the rules I have set up for that. What I would want to achieve is in the second picture. I want to give the impression the machine "closes", but it would have to be in sync with the currently set random speed of course. I thought I could create another actor with the "overlay" picture (see second picture). It was pointed out to me that the best way to achieve this is when the top image reaches it's lowest most point to trigger a Spawn Actor behavior that spawns the 'overlay' image actor in the correct spot.
I can't seem to get this to work properly (see Picture3). I can't get the overlay to appear as the top reaches it's lowest point and disappear as it goes up. The overlay stays on screen and keeps getting darker (it keeps "spawning"). I have no idea how to fix this.

I'm totally stuck. Could someone please help me out?
