Question about Layer in Scene

My game is jigsaw game, and i have a problem when move image to the right place.
Example:
Image 1 is below image 2 in the layer, but when image 2 move to right place first, I want image 2 is below image 1
How can I put images to the bottom of layer when they go to the right place?

You can't adjust layer positioning unless you destroy and spawn a new actor.
