Does IAP item still reserve after uninstall?

Hello everyone, today I want to ask about IAP.
If user buy item by IAP.
And one day, if he/she uninstall my game, does he/she's item still reserve?
For example：
「Level.1」 is not locked, but 「Level.2" is locked.
The user must to unlock by IAP (buy unlock), If user want to play 「Level.2」.
One day, the user uninstall my game, but the user has bought 「Level.2」 by IAP,
And after some days, the user install my game again.
Does the user still reserve this level?(unlock Level.2)
If one day, the user change the phone.
Does his/her 「level.2」 still reserve?

@Weiyu If you have created a restore button to restore the IAP and you are logged in with your apple id or google play account it will restore all the IAP.
Do not know if consumables also get restored.
