Publishing game to google play (not working.. WILL PAY FOR SOLUTION)

Hi all,

I am trying to publish my app onto google play. I am trying to download the tools and software needed sign the generated app. I was not able to get it to work from my mac book. whenever I download the Java SE development Kit and the Android SDK tools installer, I can't get them to open. I tried this from my windows laptop. The Java SE development Kit worked, but I can't find the Adroid SDK tools setup wizard as mentioned in the cookbook.

Please let me know if you know how to solve this. I will pay you if you can help me figure it out.
