Publishing to Apple and Google

Is there any details on how to publish apps? Also, I am developing on Windows. I read that I will need a mac to publish to apple, is this correct? How hard is it to publish to apple if it was developed on windows?

    I believe you can publish from windows, but you might have to install itunes though. I don't think it matters which device you publish from.
