Publishing problem to Amazon

I recently promoted my Android game to the Amazon store; everything promoted fine and it went live; however, I had someone test it... And they said the in-app purchases did not work and they received the message below. The tester was in Italy but he said that the message translated as: “This app version is not settled for Google Play Payment. For
other information please contact the Assistance Service”

Any idea why this is not working?
