Dude, this competition sucks... They submit your app for you and they keep all the profits... Honestly though it's a really good idea.. For a contest give away an iPad, take everybodys apps and sell them, make a TON of money...
We're explicitly stating that the entrants must all be free apps (not paid ones). ^_^
Our main goal in doing this is to reach out to the average joe out there that might not otherwise know that there is a simple path to getting an app up on the app store.
And under our agreements with those that do eventually choose to publish with us, they will retain all the IP rights.
Singapore's pretty small compared to almost every other country. We're just an island state really, but the population of iOS devices here is not to be sneezed at. One estimate places it to be 1 in 10 people on our island owns an iOS device. We're hoping that besides owning the device, they'll step up to start creating things for it.
Just some quick stats regarding our GameSalad course that we run. Ever since we started about 2 months ago, we've had about 50 people sign up and already a couple have gone on to publish (on their own, which we also support/handhold). Some examples are:

Unfortunately, we have to restrict it to Singaporeans only. I don't think it's a legal issue, more like a logistic one, especially to do with the prize award ceremony.
I am thinking that if somehow you believe that you will be in Singapore around the time of the prize award ceremony (finalists will be notified by 22 Nov, award ceremony on 27 Nov) and know that you can be physically present to receive your prize if you win, there should be nothing stopping you from entering.
We placed the clause in there because we don't want to risk a "no-show" and cause us to have last minute plans. But we will probably still choose a runner-up just in case. ^_^
LOL... you know, it would really be press material if word were to go out that people flew in to Singapore just to participate in this! Somehow, I think it would be cheaper to buy an iPhone or iPad right where you are. ^_^
We're talking to Gendai Games now who have expressed interest in support our contest. Who knows? They may sponsor a Pro license for the grand prize winners! Now that would be quite a catch.
For the contest, we have to insist that we publish it so that we can accurately track the downloads in one place and put it up on a Scoreboard with daily updates for participants to track how well they are doing. Note that this restriction is only for the contest. Other than that, we actively support our students who wish to self-publish too.

1) "You mentioned all submissions should be made free while participant retains any IP. Can the status (free) be changed to (paid) after 27th November 2010?"
There should be no problems with switching to paid after the contest. All revenue should go to the creators and not DivZero.
2) "Can the participant submit a free version (which may have 10 levels) while paid version have 20 levels since you are saying the valuation is based on creativity, design, usefulness and user experience."
Participants should be free to do a free version for submission while preparing a paid version for separate release (outside of the contest) as long as DivZero is the one to publish the free version, so that we can accurately track the number of downloads for contest purposes

IF you read the details, it does not say *anywhere* that any apps provided and put on the app store will be charged for.
Indeed, it says it will count the amount of 'downloads' - not revenue.
If you read the terms and conditions, it explicitly states "All entries remain the property of the entrant."
Seriously, I like Scoreless. He's friendly, encouraging, makes interesting apps and comments, and comes across as a stand up guy.
Trying to screw over people doesn't come across as being his style.
