Minimum SDK level in Android

I published my app to SDK level 16 but now the navigation bar only shows at the bottom of the screen when the user swipes up. There doesn't appear to be a way to lock it in place. Is there a way to keep the Android navigation bar permanently locked in place like it was with the older SDK levels?
