It really depends on how you "draw". If you are skilled with drawing bezier curves, lines, points, fills then use Adobe Illustrator. If you want to use paint brush and pencil type tools, use Adobe Photoshop. I use both depending upon what is needed, but always Photoshop to create the final, optimized png graphics for GameSalad.
There are many others, including a lot of free applications, the for the Mac, the Adobe products are the industry standard.
Oh, yes, the GS forum doesn't have an option for signatures like most forums, so I just post those, or a variant (see below) as a fake signature when I feel like it. Shameless self promotion is an ancient and honored tradition in my land.

Email me and I'll gladly illustrate whatever you need (if you're looking to hire someone)... Other than that gimp and inkscape are free for download and are great programs.
Gimp is like Photoshop and inkscape is like illustrator. Difference between the 2 is inkscape is vector based so you should be able to scale the images whatever size you want.

Haha, Oh man, I had soooo much trouble with that. There is a demo project in the support section that you just have to tear into and try to reverse engineer. It's really complex, or at least it was to me. I'm not at all sure I can explain how it works.
Here is the tutorial, but it is no where near complete, so you have to download the sample project and work from it. Good luck!
