Publishing and managing iOS Appstore apps from Win/PC

I was recently forced to migrate to windows 10, is it possible to update and manage apps on iOS Playstore from windows? I ask this because I feel like there is more headache with Playstore, the x-code and apple device verification. If it's a yes, is there a good tutorial on how to do so step-by-step?

    Thanks @solnika for your answer, I checked it, I think it is my solution, but I need to confirm, there is absolutely no way for us to become an iOS developer without a mac?

    as far as I know in order to publish you need a mac
