If you want to change it during the game, you would probably use a Change Attribute Behavior. Or if you just wanted to set the alpha of an actor in its actor editor you can do it there too. You would do it in the color settings for that actor, by adjusting the 'A' value from 0 (invisible) to 1 (full strength). See screen shots...
