Cookie consent question???

I've been trying to find an answer to this to no avail.

To my understanding, for GDPR compliance within EU we need to ask users to consent to cookie collection.

I'm only serving non-personalised ads using AdMob.

According to AdMob, even non-personalised ads collect cookies, so my question is:

What action should I take within my app if a user does not consent to cookies?

Does it mean I should just de-activate the banner ad if they refuse? Would that actually stop any cookies being sent?

    Yeah, so if they refuse to accept, then you need to put your ad behaviors in rules that turn them off.
