    As @Socks says, it's definitely possible. However, there is nobody better to reproduce it than @Socks, so I'll let him tackle it :D

    Here's the theory, you need to make up your fish image from 'slices' (front to back), place each one on an actor and have them follow the mouse or finger (or whatever) but with the movement increasingly offset for each lower layer (going back towards the back of the fish).

    Obviously this example is a very quick crappy 2 minute sketch of the idea, just using a few circles, but hopefully it will give you an idea.
