Can't transfer my app [App Store] - Must remove builds and testers?

Hi Guys,
For some reason, I am unable to transfer my apps to a different account via iTunes connect...
The last criteria isn't met.
I tried removing all testers and builds and I think I did but half of the builds now show like blank and are still 'there'.
As you can see the 1.2 (and 1.5) build is completely removed. But the other builds are still there?

Does anyone else have an idea what to do so I can transfer my apps?
