You might start by explaining what you know about the topic and then ask for clarification or further explanation. I don't know a ton but even a quick Google Search provided some basics.

I think you actually need to upload a build to be able to delete them.

The app has to have an approved version. You have to unselect all the countries the app is available for. The app should be removed in a couple days. I'll see if I can find the link.
