Hi there! This happened to me recently. So in the App Identifier section on the Apple Developer site, you have to select Game Center for the Identifier that is linked to the game.

I can work on fixed price (based on my $14 per hour rate estimate), I do need a list of the assets to calculate.

(You can just get GameSalad Viewer from the app store)

No this file isn't something you need anymore. This is only for GameSalad Viewer with is a special app to preview games. It is not used to generate final games for Testflight or submission.
