That all depends on the judgement at the end of the trial, at some facilities they will not allow computers which will make it harder for you to work on your game. You will not have to worry about pay

To keep the actor on the edge of the screen, place the actor there. If you only constrain the Y position (as @Socks suggested) and do nothing to the X position, the actor will stay there.
