Also you have some other Constrain Attributes in the Fire Spawn Rule, you shouldn't need those. The concept would be to use a Spawn Actor Behavior and spawn the actor at the correct location on screen

I think you want the effect? Actors can not contain other actors literally but can spawn them when needed.
