Creating decorative scenes

If I was to create a scene and wanted to have trees, and plants, and lots of objects that served no purpose other than decoration, is the best way to create that as a finished background in an image editor? I have some scenes we have created using actors and it is out of control and I want to tidy it up, and reduce the number of actors in each scene. Any

You should probably use something such as paint or photoshop to create a single background actor. Too many actors can make it too hard to manuver things around the scene.
