Did you try all the different answers? There's more than one. It's very unlikely that you're the first person who has a problem that isn't yet solved by the web.
This might take you down a complex path of playing with proxy settings if you have a firewall up and other stuff that i don't even know about.
you should trying changing your current windows user to administrator so that it installs into the default folder C:/program files (x86)/Android/android-sdk for all users.
If you don't know how to do that, google for "How to change my current user to be administrator in Windows 7" or something similar and it should set you on the right path.
Make Sure everything is UPDATED. You have probably heard this a lot, but it is really important. That is extremely important. I was having a problem before as well with the keystore, updated everything and it worked. But I still have a problem with the signing process lol . But it seems like your problem is before the actual signing(unlike mine). Just make sure you have all the appropiate files.
You broke the android-sdk installation.
What didn't work?
It didn't install?
It didn't default to the expected C:/Program Files (x86)/Android/android-sdk folder?
It installed but didn't show you the packages you expected to see?
You can try setting it to that folder manually if you want that folder structure. That's why that step is there when you install.
And have you tried deleting all packages, and clear cache, packages-> reload to see if you're able to see other packages?
Also when you install it asks if you want to install "Just for me" or "Anyone using this computer" I chose "Anyone using this computer" I think you probably chose "Just for me" that's why it tried to it into your username/Local/App folder...but that shouldn't break it anyways.

I'd try the clearing Cache one, I don't know about the proxy settings one.
