    I'm now pausing by using a game.paused boolean attribute, with a rule for all actors that spawn, animate or move. The change attribute works like this :-

    For me the killer Is bullet spawn with laser fx. I now have an actor which controls the fx with 0.2 delay so it does not collide with the bullet spawn.

    I did have a change scene actor with preserve checkbox, but it wasn't used before the spawning should occur. I unchecked the box and still the actors do not spawn reliably.

    If spawning, make sure you spawn them appropriately in front/behind of spawning actor's layer or the layer itself (they are settings in the spawn command).
