    You mean the graphical design?

    Photoshop, Pixelmator, Illustrator, Sketch, GIMP...

    Microsoft Paint.

GameSalad actors can only be created as single-color rectangles. So for anything else you'll need what @pHghost suggested.

Brash monkey has a great tool - Spriter (free) and Spriter Pro.
A brilliant tool for animation / character design. They also do an animation packs - which you can use the characters in your games etc. With the free version you can animate your characters (and use the art pack) - then export a series of animated PNG sprites to use in GameSalad.

    Animation Packs

Note: I'm in no way affiliated with Brashmonkey - but the tool is very good.
